Shirley argues the law violates his First Amendment rights and could interfere with investigative reporting. California officials say the measure is intended to protect immigration service providers, employees and volunteers from harassment, threats and doxxing.
Shirley is asking a federal court to block enforcement of the law. The lawsuit was filed September 4 in the U.S. District Court for the Eastern District of California.
