Grounded in Theodore Roosevelt’s decisive 1901 proclamation, Cohen’s survey of over a century of U.S. foreign policy not only demonstrates the country’s ability to retain the upper hand in global affairs, but indicates the necessity of our continuing as the world’s dominant power. Cohen, the Robert E. Osgood professor of strategic studies at Johns Hopkins University’s School of Advanced International Studies and the author of Conquered into Liberty, argues that hard power must be the mainstay of U.S. foreign policy, but he also warns that the country must learn to adapt it to new circumstances that include ISIS, nuclear threats in Korea and Iran, a heavily armed China, and a more aggressively imperial Russia.
