Cohen, the Robert E. Osgood professor of strategic studies at Johns Hopkins University’s School of Advanced International Studies and the author of Conquered into Liberty, argues that hard power must be the mainstay of U.S. foreign policy, but he also warns that the country must learn to adapt it to new circumstances that include ISIS, nuclear threats in Korea and Iran, a heavily armed China, and a more aggressively imperial Russia.
