13:47Now PlayingIn the midst of a global pandemic, on in which many countries governments could see the wave of infections coming -- especially in the United States, Brooklyn Borough president Eric Adams asks, "Where's the playbook? How come we're not ready?"
During a conversation about how local governments are responding the COVID-19, Adams who is also running for mayor of New York City said, "We need to do a real analysis of how we are approaching this crisis."
Citing "under testing" as a major problem in communities of color, Adams said, "We really don't know how much this virus has impacted" those communities.
The Brooklyn borough president later added, "We're caught flat footed on these issues that we should have been prepared for, not only on the national level, but the state and the city level."
"We knew this was happening. We should not be trying to figure this out right now," Adams said.
