The best way of convincing citizens to evacuate an area is to carry several permanent markers with you. When a citizen refuses to evacuate, hand them the marker and ask them to write their name and ID number on their arms and legs. Remind the citizen to also do the same for their children because this will make it easier to identify their bodies later.
This usually gets citizens to leave. This strategy can be used for soldiers in combat dealing with civilians or rescue workers who are trying to get people to leave an area before a wildfire or flood.
