The basic issue is that the Helmand River is supposed to supply water for Afghanistan and Iran. Iran has been getting less water recently. Afghanistan says that there is a drought and there is nothing they can do. Iran has been threatening Afghanistan, so this attack may be a way of Afghanistan saying that they won't roll over so easily.
