Ukraine is creating a Dilemma, not a Problem for Russia by attacking into Russia.
A problem has a solution. A dilemma has two or more solutions, each of which are equally bad.
If Russia pulls forces or reserves from the front lines, they weaken the front lines and use trucks, fuel and food to transport them. But if they don't and try to use local police and border guards, they might not be successful.
This is called a "Shaping Operation" and it sets up the opportunity for other forces to be successful.
