America’s nuclear strategy was built for a bipolar world dominated by the United States and the Soviet Union.
That world no longer exists.
Today, the United States must deter Russia, China, and North Korea while also accounting for hypersonic weapons, cyberattacks, space warfare, limited nuclear coercion, and the expiration of New START.
In this video, I examine a National War College strategy paper proposing “Enhanced Deterrence” for this new multipolar nuclear era.
The paper argues that America should preserve and modernize its existing strategic nuclear triad while building a smaller theater-level triad consisting of:
• A nuclear sea-launched cruise missile
• F-35s armed with a future medium-range standoff weapon
• Ground-launched theater nuclear missiles where allied basing is politically and militarily practical
The goal is not to make nuclear war easier.
The goal is to close the dangerous gap between doing nothing and launching a massive strategic nuclear response—so Russia, China, or North Korea never conclude that limited nuclear use could produce a political victory.
We also discuss nuclear command and control, industrial capacity, warhead production, alliance assurance, escalation management, arms control, and why any serious nuclear strategy needs a plan for ending the war before it begins.
