While Republicans seem to believe that obstructionism is the best political strategy for their Caucus, several of their individual members have made use of a procedural tactic called "holds." Secret holds mean that no one knows why opposition exists and no Senator can bargain on the issue. Senator Claire McCaskill argues for the elimination of secret holds and asks that any Senator -- Democrat or Republican -- make their complaint about a nominee public. "Good government doesn't include the word 'secret' in the phrase," said McCaskill.
