Durbin argued that while we need to continue to protect the rights of the Minority, the Senate still needs to examine whether there's a way to halt the continuous gridlock facing the Upper Chamber. "We have gone beyond deliberation to somewhere near deadlock," said Durbin. "For some, that compliments their political philosophy. They don't want the Senate to do anything and I guess that is an approach that can be served by this use of the rules. But I don't think it serves our purpose in society at large where we are expected to deliberate and decide."
