Few of the migrants appear to have joined the caravan with any knowledge of asylum law, but they are preparing banners.
The city’s social services department said Tijuana was bringing in portable toilets and showers, as well as shampoo and soap.
The mayor, Juan Manuel Gastelum, has criticised the federal government for not taking responsibility and he said a request to the UN for assistance has been made.
Carlos Xavier Ramos is one of those attending the march.
He travelled from El Salvador and told Sky's Stuart Ramsay: "Tijuana is a great city to work, they pay really well here.
"We are waiting, we are waiting for what person, what country, can offer something to us.
"We are waiting. All that we want to do is work."
US border patrol staff are processing an estimated 100 claims for asylum a day at Tijuana's frontier with San Diego.
