It details proposals for customs controls and assumes UK passengers won't be able to use electronic gates when arriving back from the European Union.
Security experts said the changes would be a gift to criminals and smugglers, and could cause immigration disruption.
A government spokesperson said: "We do not comment on leaked documents. We have set our no-deal planning assumptions for the border in December and the government has been planning for some time for all potential outcomes."
