It follows the violence that occurred in Amsterdam last week when Maccabi Tel Aviv fans and pro-Palestinian supporters clashed.
Israel said the violence was antisemitic, with the club's supporters being attacked by gangs in the streets.
The Israeli football fans were filmed chanting anti-Arab songs about the war in Gaza, and were accused of tearing down Palestinian flags from private homes in the city.
