Lord Wavell, the Viceroy of India, introduced the plan in 1945 in an attempt to resolve the political deadlock between the major Indian political parties. One of its key proposals was the reconstitution of the Viceroy’s Executive Council with greater Indian representation. However, disagreement between the Muslim League and Congress over Muslim representation became a major obstacle.
