The vote marks a hard-fought victory for Democrats and is fueling hope among centrist Republicans that it will lead to a bipartisan compromise to revive the tax credits, which help to keep insurance premiums low.
The bill stems from a discharge petition advanced at the end of 2025, following the 43-day government shutdown.
The top Democrats are also likely to address the deadly shooting in Minnesota on Wednesday involving a resident and Immigrations and Customs Enforcement (ICE) officer as well as the Trump administration's moves in Venezuela.
The press conference is scheduled to begin at 10 a.m. EST.
