Noem also suggested last year that the wall along the U.S.-Mexico border could be painted black so it would be too hot for migrants to climb over.
The press conference also comes as the DHS chief faces mounting scrutiny over federal immigration enforcement officials' tactics when carrying out Trump's deportation agenda and use of force against protesters. Noem has is also staring down calls to resign or face impeachment after two U.S. citizens — Renee Good and Alex Pretti — were shot and killed in separate incidents in Minneapolis last month at the hands of federal agents.
