Under the CMS rule the administration is defending, a terminal diagnosis — cancer, HIV, Parkinson's — is still not an automatic exemption. You may have to prove the condition "significantly impairs" your ability to hit 80 hours a month, or risk losing coverage. The CBO projects 11.8 million more uninsured over the decade. Around 5.7 million of those are Medicaid recipients who either don't meet the 80-hour rule or get tripped by the new paperwork hurdles. Paperwork is the cut.
