At the Rio Earth Summit in 1992, world governments agreed to act with urgency on climate issues, establishing global climate talks, biodiversity talks and Agenda 21 - the forerunner of the Sustainable Development Goals. But in the 30 years since, Sauven says, "more climate change emissions have been pumped into the atmosphere than in the entire preceding sweep of human history".
