Rep. Peter Welch, D-Vermont, questioned George Kent, deputy assistant secretary of state for European and Eurasian affairs, and Bill Taylor, the top U.S. diplomat in Ukraine, in the first public hearing in the impeachment inquiry against President Donald Trump. Welch, during his questioning, said the president is allowed to change the U.S. policy on foreign policy matters, but there are "limits." That limit, Welch said, is that no one, even the president, can use the office for personal gain. The probe centers around a July phone call in which Trump asked the president of Ukraine to investigate former vice president and 2020 presidential candidate Joe Biden and his son, Hunter. "If the president wants to attack Joe Biden and his son, he's free to do it. All's fair and square in political campaigns. He's just not free to change our foreign policy unless he gets his way," Welch said. Both Kent and Taylor testified to lawmakers in October behind closed doors.
