Obama appeared at a roundtable in Philadelphia with community leaders before heading to a drive-in rally later in the day.
The former president urged the community activists to get young people and other often disinfranchised voters to participate in democracy and have a voice in the 2020 election.
Government "works based on who's at the table," Obama said. "And if you do not vote, you're not at the table and then yes, stuff is done to you. If you're at the table, then you're part of the solution."
Obama admitted to the crowd that he's been "mad and frustrated" over the past four years. But he maintained, he never lost hope.
"Hope is not blind optimism. Hope is not ignoring problems. Hope is believing in the face of difficulty that we can overcome and get a better world," he said.
