But Senate leaders say they are still far from a deal on U.S. border security and immigration changes that Republicans say must be attached to Ukraine aid.
House Rules Committee passes a resolution to authorize an impeachment inquiry of President Biden, with a full House vote expected Wednesday.
The House will no longer vote this week on reauthorizing the Section 702 program of the Foreign Intelligence Surveillance Act, after Speaker Johnson's plan to put two different reform proposals up for votes ran into republican opposition who wanted to offer their own amendments. Section 702 allows warrant-less wiretaps of non-U.S. citizens in other countries, but has been controversial because of admitted past FBI abuse that led to U.S. citizens being targeted.
