Senate does not advance a package of six FY2026 spending bills ahead of Friday's deadline to avoid a partial government shutdown, but Senators and the White House are reportedly working on a deal to pass five bills as a group and separate out Homeland Security funding and extend it for a short period to allow for more talks on how to reform ICE.
