A senior NATO official, Italian Admiral Rob Bauer (chair of the NATO Military Committee), suggested that NATO might consider pre-emptive or more aggressive actions against Russia in response to alleged “hybrid attacks” in Europe — such as drone incursions, cyberattacks, train derailments, and unexplained industrial fires.
