Additionally, the manner in which representatives model their ideas about representation affects the process too. Representatives follow either the trustee, delegate, or politico model of representation.
And finally, issues of redistricting and gerrymandering play a role in Congress's efficiency as well. And for that we look at two of your required Supreme Court cases: Baker v. Carr and Shaw v. Reno.
