Question: Are builders allowed to sell parking spaces? Can I demand a refund?
Answer: Developers are not allowed to sell still parking or open space parking. In 2010 Supreme Court gave the judgement by putting a ban on sales of parking spaces. So builder cannot sell the parking space. For refund you can file a consumer complaint.
