Farmer unions had sought action against authorities after a lathi-charge against protestors on August 28 in Karnal, threatening to lay siege to the Karnal mini-secretariat if no action was taken (district headquarters). The state government summoned a delegation of 11 agriculture representatives to discuss the issue.
