The Russians use a PUSH logistical system. Armies are supplied using pre-determined logistical packages that are delivered whether the receiving unit needs them or not.

NATO uses PULL logistics. Commanders request items and those items are delivered.

The PUSH logistics system may be better suited for nuclear war. EMP may damage radios, making communication difficult, but the Russian supplies will still get through without any special requests.
