Russia is probably terrified of friendly fire, so they are restricting the use of their aircraft to very narrow corridors and windows of time.
However, if Russia can use just enough airpower to force Ukraine into a high operational tempo (OPTEMPO), Ukraine's Air Force will run out of spare parts before Russia does. And then Russia will gain air dominance unless a no-fly-zone is implemented.
