Sam is concerned with science denialism and Nomiki is concerned with attacks, both coordinated and organic, against women. Nomiki argues that these issues go hand in glove because they are the same audience and thus regulating one would regulate the other, and Sam thinks that the attacks against women would possibly be somewhat addressed by heavy regulation, but the larger effect would be to create smaller social media ecosystems because they would be less profitable. The science denialism part of the argument is dropped pretty early on.
