EU Blacklist: Jacques Baud and Nathalie Yamb Targeted for ‘Hybrid Threats’ | Syriana Analysis

EU measures against so-called “Russian hybrid threats”, information manipulation and alleged propaganda – and what this means for free speech and civil liberties in Europe – are the focus of this video on Syriana Analysis.

On 15 December 2025, the Council of the EU expanded its “hybrid threats” listing regime “in view of Russia’s destabilising activities,” adding new individuals and entities. Those listed face asset freezes and travel bans, with serious consequences for their banking, contracts, mobility and reputation.

Officially, this toolbox targets foreign information manipulation and interference (FIMI), cyber activity and other hybrid actions linked to the Russian state. But the Council’s own explanations now include terms such as “propaganda,” “conspiracy theories” and “information manipulation” when it justifies adding people to the list.

In this monologue I ask a simple question:

👉 When the EU freezes a person’s assets and blocks their travel because of what they say, what safeguards exist for free expression and due process?

I explain how these restrictive measures work, how they affect the lives of commentators and public figures, and why using executive asset freezes against people like Jacques Baud or Nathalie Yamb raises serious concerns about proportionality, transparency and legal standards.
