59:40Now PlayingOn Thursday 07.06.23 Henry County, Indiana Sheriff John M. Sproles & several other HCSD Deputies & Correctional Officers (CO's) were dealing with an upset inmate in the Henry CO Jail. The inmate is called Marquette Antoine Neal and he was in the Henry CO Jail because of parole violations. The interaction ended with a "USE OF FORCE" incident that has MANY questioning Sheriff Sproles actions & behaviors during the incident.
It's important to note that Sheriff John Sproles is a "newly" elected 1st term Sheriff. Sproles won the General Election in November 2022 & he was sworn in & began his 1st year, of his 1st "4 year" term on January 1st, 2023. At the time of this incident Sproles had only been Sheriff for 6 months. Not only was he a new & inexperienced Elected Sheriff, but he is relatively new to law enforcement as a whole. Most of Sproles adult life has been in business! He had only been on the HCSD for 4 years, at the time he became the Elected Sheriff! He was & still is, one of the newest Deputies on the Department. (This is believed to be a big reason this & other incidents have happened the way they have.)
HCSD CO's were attempting to get Neal to comply with rules, policies & orders, which he refused! The decision was made to move him to a new cell in booking. Now while, he complied with that and walked there without any trouble or without even being handcuffed! Once he was inside the cell he began kicking the jail cell door that is made of steel! No one else was in any danger of being hurt and Neal couldn't have even hurt himself.
Deputies, other CO's & Sheriff Sproles all got to the cell pretty quickly. The Sheriff had a “less lethal” shotgun, loaded with "bean bag rounds." And for some unknown reason, he was wearing a "SWAT" or "RIOT" helmet & he also appeared to have on some form of "tac gloves!" But it was strange because he was the only person dressed like that!
The Sheriff's mood & behavior was strange as well! He can be seen smiling & laughing during this very tense & nerve-racking incident. At one point, Sheriff Sproles moved up & "grabbed" the bicep muscle of the CO that was speaking with Neal. The Sheriff said, with a big smile, "Nobody is scared of this!" (meaning the CO's muscles) which was very out of place! The Sheriff continued looking around smiling from ear to ear. And honestly, he appeared to be having a wonderful time, again during this time when everyone else was focused on the issue at hand!
Sheriff Sproles moved up to the cell door and told Neal to stop kicking the door or he would "get rounds!" The Sheriff indicated that he planned to shoot Neal through the handcuff port in the cell door. Neal kicked the door again & the Sheriff gleefully moved into position to begin firing "less lethal" bean-bag rounds into the back of Neal’s legs. The Sheriff fired four rounds, at four different times, while in between each round he said things like: "You kick it again & you're going to get another one!" "Alright, you got some more rounds, we'll go all night!" "Kick it again, and you'll get another one!" "WOOO! WE'LL GO ALL DAY! You do it again, we'll go all day!" "Kick it again, you'll get some more!"
After the 4th round, Deputies and CO's determined that Neal was bleeding profusely and then went in to the cell to give him aid. Sheriff Sproles left the area and is not seen on camera again! The other Deputies and CO's attempt to control the bleeding (of which there was a lot). Inmate Neal was transported by ambulance to the Hospital for treatment with no other incident. He received several stitches due to the deep wounds!
This event was VERY uncalled for! And it is VERY concerning!
