Beyond the orbit of Neptune, the outermost of the great gaseous planets, lie two vast reservoirs of cometary material. The Kuiper disc - a flattened disk of billions of comets in the outer solar system. And beyond that, the Oort cloud - a spherical shell of cometary objects extending to the furthest reaches of the sun's gravitational influence.
These reservoirs are not static.
Something regularly perturbs their quasi-stability - whether solar variability, passing stars, or gravitational interactions with the outer planets - and when that perturbation occurs, comets begin moving inward. Randall identifies a detail in the planetary architecture that he finds particularly striking. The size, mass, and orbital distances of the planets in our solar system happen to be almost optimally configured for what would be needed to transfer comets from the outer disk into the inner solar system - where they can become Earth crossing. Whether that configuration is coincidental or represents something more deliberate is a question Randall leaves open. What it means for Earth's exposure to periodic cometary bombardment is considerably less ambiguous.
