The Justice Department will issue a proposed rule to help stop the proliferation of "ghost guns" within the next 30 days. The department will also issue a proposed rule to make it clear when a device marketed as a stabilizing brace helps turn a pistol into a short-barreled rifle. This is allegedly what the shooter in the Boulder, Colorado mass shooting used to make his gun more accurate while keeping it concealed. Additionally, Biden will nominate David Chipman to serve as the Director of the Bureau of Alcohol, Tobacco and Firearms.
