Republicans have blamed the $1.9 trillion COVID-19 package and the additional $300 a week in unemployment aid.
"It is not one thing. It's not as simplistic as saying that people are lazy and don't want to work or that they're being paid more to stay home." Williams says.
Access to childcare is one reason why people aren't going back to work, a problem that mainly impacts Black women, who were pushed out of the workforce because of the pandemic.
