Haq says Jovenel Moïse, who was assassinated on July 7, led for years without holding elections and dissolved the nation's parliament. Moïse was leading by decree which is also known as a quasi-dictatorship. Now, after his death, Joseph is stepping down as the country's leader and handing power to his rival Ariel Henry. Haq says the assassination of Moïse created a power struggle between Joseph and Henry, but Joseph did not have the support from the country’s leaders.
