It signals that the committee will not be soft on Trump allies who refuse to cooperate in the investigation. The measure now heads to the full House of Representatives for a vote, after which it will be in the hands of the U.S. Attorney. A conviction by the Department of Justice could mean up to a year in prison and a $100,000 fine.
