Kurt Volker, the former U.S. special envoy to Ukraine, told House lawmakers on Nov. 19 that President Donald Trump latched onto a "negative narrative" about Ukraine, despite the "unanimous, positive assessment and recommendations" from foreign policy officials. Speaking during the third day of public hearings in the impeachment inquiry into Trump, Volker said that narrative was "fueled by accusations from Ukraine's then-prosecutor general and conveyed to the president by former Mayor Rudy Giuliani." Volker said this development had a "negative impact" on the advancement of the U.S.' Ukraine policy. "President Trump had a deeply rooted negative view on Ukraine rooted in the past. He was clearly receiving other information from other sources, including Mayor Giuliani, that was more negative, causing him to retain this negative view." The impeachment inquiry has focused on a July 25 phone call in which Trump asked the president of Ukraine to investigate former vice president and 2020 presidential candidate Joe Biden and his son, Hunter.
