Rep. Andy Biggs, R-Ariz., offered an amendment to the articles of impeachment against President Donald Trump that would indicate Trump released the aid after Ukraine approved anti-corruption reforms. Republicans argue that the president did not violate the law when he withheld U.S. military aid from Ukraine and always intended to disperse the funds. Democrats have accused Trump of using the aid to pressure Ukraine to announce investigations into his political rivals and only releasing the aid when his misconduct was made public. The House Judiciary Committee on Dec. 12 considered revisions to the articles of impeachment and voted on whether to send those articles to the full U.S. House of Representatives. Democrats on Tuesday filed two articles of impeachment against Trump -- abuse of power and obstruction of Congress.
