Rep. Jamie Raskin, D-Md., told fellow lawmakers during a House Rules Committee that Republicans have made up reasons for why President Donald Trump withheld military aid to Ukraine after the fact, bringing Trump’s intentions into question. “It’s an 'after the fact' rationalization. It’s a pretext,” Raskin said in response to a question from Rep. Mary Gay Scanlon, D-Pa. “If you don’t think it’s a big deal for the president of the United States to shake down foreign governments and pressure them to get involved in our campaigns, just tell us so. But don’t make up all of these other fairy tale explanations for what was going on,” he added. The House Rules Committee met on Dec. 17 to determine the rules that will govern the full House vote on the articles of impeachment against Trump. The two articles charge Trump with abuse of power and obstruction of Congress. The vote is slated for Dec. 18.
