Rep. Norma J. Torres, D-Calif., told her fellow lawmakers during a House Rules Committee that she “did not come to Congress to impeach a president.” Torres said she attended President Donald Trump’s inauguration “in good faith” but said lawmakers should not “turn a blind eye” to improper behavior.
