Macron told journalists at a news conference in Dublin that the risks were known from the start.
He added that the French ambassador and other diplomatic staff will leave Kabul in the next few days on board one of the last flights.
The ambassador, he said, will operate from Paris although France is not recognizing the Taliban regime.
The ambassador will remain in Paris as the security situation evolves, taking into account guarantees France can obtain from the Taliban, said Macron.
