1:11:12Now Playingn a 37-28 vote, the Senate approved HF 5, a bill establishing a health insurance exchange, an online market for Minnesotans to shop, compare and purchase health insurance coverage. The vote Thursday, March 7, concluded 12 hours of floor debate and the consideration of nearly 40 amendments.
Differences between the Senate-approved plan and the House proposal will be resolved in conference committee. Among the different approaches, the Senate proposal funds the exchange through tobacco taxes, which are currently directed to the general fund. The House plan imposes a health premium surcharge.
Senate Republicans offered several amendments to provide greater oversight of the governing board that will administer the exchange. They also attempted to alter the Senate's funding mechanism.
