3:13Now PlayingGovernor Mark Dayton will soon decide whether or not Minnesota develops its own health care exchange, as a result of the Senate's final approval of HF 5, establishing the state health insurance marketplace. The Senate sent Governor Dayton the bill on a 39 to 28, party-line vote.
The final bill approved by the House and Senate would allow Minnesotans to shop online for a health care insurance plan, which will be provided by insurance providers, who will compete for an offering in the market. The exchange will be managed by an independent board and will be financed by a surcharge on health care premiums.
The state-offered online health insurance market is allowed under the federal Affordable Health Care Act, often referred to as Obamacare. If Minnesota does not provide the exchange, the state would use the federally-provided service.
