38:03Now PlayingGovernor Mark Dayton kicked off the 2017 legislative session on Tuesday, January 3, with a press conference in the newly-renovated Governor’s Reception Room at the State Capitol. Dayton, along with Senator Tony Lourey, DFL-Kerrick, and Representative Tina Liebling, DFL-Rochester, called for immediate legislative action for the 125,000 Minnesotans in the individual health insurance market facing steep premium increases.
Governor Dayton proposed similar legislation in late October after the insurance rate hikes in the individual market were revealed, but the Governor and legislators failed to find the common ground necessary for calling a special session. The Governor’s proposal would reduce health insurance premiums by 25 percent for those whose incomes exceed the threshold for federal subsidies.
Republicans have opposed this legislation because it does not address other areas of concern, such as access to doctors and facilities in greater Minnesota. Disagreement over how to pay for the $300 million dollar, one-time rebate has also stalled negotiations. While Governor Dayton and members of the DFL caucus prefer using the budget reserve, they say they are open to House Speaker Kurt Daudt’s solution of using money from the Health Care Access Fund.
Governor Dayton also addressed the recent federal appeals court ruling on the constitutionality of Minnesota’s sex-offender treatment program and his rocky relationship with Speaker Daudt.
