Sponsored by Senator Bill Ingebrigtsen, R-Alexandria, the bill seeks to speed the Minnesota Pollution Control Agency's permitting process and restricts the enforcement of rules that have not been officially adopted.
To combat the spread of invasive species, the measure aims to improve enforcement. Also, anglers will be able to fish with two lines by paying an additional $5 annual fee.
The bill contains a controversial provision that prevents local communities from enforcing regulations or imposing fees that prohibit the use of plastic bags. Amendments offered by Senate DFL members to remove the provision failed.
