17:58Now PlayingSenate Human Services Reform Committee Chair Jim Abeler, R-Anoka, and Senate Health and Human Services Committee Chair Michelle Benson, R-Ham Lake, offered a proposal Thursday, May 17, that would centralize efforts to investigate fraud in human service programs, such as programs for child care assistance personal care assistance (PCA) services. Their proposal would create the Department of Investigation, Compliance, and Eligibility, an independent agency charged with investigating and eliminating fraud in all Department of Human Services assistance programs.
Senator Benson remarked that the proposal to restructure agencies is not a new conversation at the legislature, and that it is difficult for commissioners to both manage and audit their programs. "The Department of Human Services is so big and has so many responsibilities, some of them are very sensitive - child protection, PCA services - that they cannot both do providing services and holding people accountable for complying with eligibility and licensing," she said.
