The bill stems from an 2017 incident, where a prominent ballroom dance instructor was killed and his partner was severely injured. Authorities believed the driver of the train was at fault, but could not charge him under current law. Sponsored by Senator Carla Nelson, R-Rochester, the bill alters the law to apply careless and reckless driving to Light Rail Transit operators.
