0:46Now PlayingMuncie, Indiana City Councilor Nora Powell (D) and the City of Muncie Controller and Deputy Controller engaged in a heated debate over a change in salary ordinance that would give the City's AFSCME Union employees a 10% pay raise from the first of May 2024 through the end of the year. There was also a question about "back pay," which would total about $65,000 (from January 1st through the first of May 2024) for those same employees.
However, Controller Craig Wright and Deputy Controller Matt Wagley said there was no plan to pay the AFSCME Union employees "back pay" totaling $65,000... because that amount could potentially put the City into a "financial crisis!"
This is all part of a bigger question and issue surrounding the City paying the 10% raise to the AFSCME Union employees without first bringing a salary ordinance to the City Council. This puts the city "outside of City Ordinance and Indiana Code" and in bad standing with the Indiana State Board of Accounts.
It's important to note that the City has not yet reached a contract agreement for the 2024 year for the AFSCME Union employees, despite successfully negotiating contracts with the police & fire unions. This lack of agreement is a significant factor in the ongoing debate.
