Water rising in a basin spills over a drainage divide, cuts downward, and flushes everything to the downstream side where deposits form an alluvial fan at the spillway mouth. The fan tells you flow direction which is always downstream, never upstream. That's how you read a flood from what it left behind, and you can see the entire process in miniature at any cleared construction site after a heavy rain.
