In Orleans Parish, residents are dealing with serious power outages. Electricity is out for the entire area and the Sewage and Water Board says the lack of power is affecting its ability to operate pumping stations. In order to prevent sewage backups, residents have been asked to limit water usage at home. The storm made landfall on the 16th anniversary of Hurricane Katrina, killing at least one person. General Russel Honoré, the former commander of the First Army who became a household name by coordinating relief efforts after Hurricane Katrina, joins "BNC Live" with Tashanea Whitlow to discuss Ida.
