That proclamation did not end slavery completely and failed to address some of its nuances. Those enslaved in border states such as Kentucky, Maryland, West Virginia, Missouri and Delaware had not been freed.
An amendment to end slavery was first proposed in 1863 and was passed by the Senate in 1864. But the law still faced trouble in the House. The body debated for months and it would take Lincoln’s re-election for it to pass. Before being added to the Constitution, the amendment had to be ratified by 27 of the 36 states.
